Mineral-Oil Transformer Moisture Reports: Acceptance Basis

Mineral-Oil Transformer Moisture Reports: Acceptance Basis

AI-generated illustration for this mineral-oil transformer moisture report guide; not an actual HEAKOR laboratory, sample, test or project.

A mineral-oil transformer moisture report needs a defined measurand, method, units, sample condition and project acceptance criterion. A water-content result in ppm describes the oil sample; a relative-saturation reading describes proximity to the oil's saturation condition at the measured temperature. Neither result alone establishes the moisture content of the transformer’s solid insulation. Agree which evidence the purchase requires before treating a laboratory result or monitor display as an acceptance record.

This guide is for owners and EPC procurement teams purchasing three-phase mineral-oil substation transformers for IEC-specified industrial projects in Vietnam. It addresses document review, not sampling instructions, fault diagnosis or authorization to energize equipment. The project engineer must confirm the applicable specifications and technical decisions.

Start with the quantity behind the number

Ask what was measured before comparing two moisture figures. The label “water” can refer to several different quantities.

Water content in oil, reported as mg/kg or ppm by mass

What the result describes: Water mass relative to the oil sample mass

What to check before using it: Method, units, sample identity and stage

Relative saturation, reported as %RS

What the result describes: The oil’s moisture condition relative to saturation at the measurement temperature

What to check before using it: Temperature, measurement location and instrument basis

Water activity, commonly written as aw

What the result describes: A related dimensionless measure used by moisture instruments

What to check before using it: Whether the document reports aw or %RS; retain its stated scale

Moisture in solid insulation

What the result describes: Water associated with paper or pressboard, established by a separate measurement or assessment

What to check before using it: The actual material or assessment method, assumptions and responsible specialist

A ppm value from an online instrument may be calculated from water activity, temperature and oil-solubility coefficients. It should not automatically be described as a laboratory Karl Fischer result. Ask the instrument supplier to identify the output basis and the coefficients applicable to the specified mineral oil.

Keep the test method separate from the acceptance criterion

IEC 60814:1997, edition 2, describes water-determination methods using coulometric Karl Fischer reagent for insulating liquids and oil-impregnated cellulosic insulation. The document includes different material scopes; a result from an oil specimen does not become a direct paper-moisture measurement because both materials appear in the standard’s title.

If the contract instead specifies ASTM D1533-20 for water in insulating liquids, identify that method explicitly. Do not silently substitute one method for another or label them interchangeable merely because both use coulometric Karl Fischer titration.

The acceptance record also needs the applicable criterion and its source. Ask the project engineer to identify the requirement for the actual equipment, liquid and milestone. A test-method reference establishes how the requested quantity is determined; it does not complete every project-specific acceptance decision.

These descriptions use the standards bodies’ public scope information. The laboratory and technical reviewer must consult the complete applicable documents for detailed requirements.

Retain temperature and operating context

Temperature helps explain the moisture condition represented by the record. Mineral oil’s capacity to dissolve water generally increases with temperature, while heating and cooling also influence moisture exchange between oil and cellulosic insulation. The oil composition matters as well.

For a factory or handover record, request the relevant oil temperature and where it was measured. Keep the sample date and time, identified compartment, test stage and any applicable oil-treatment history with the result. For an operating comparison, also request enough load and temperature history for the specialist to judge whether the records are comparable.

Do not confuse the temperature recorded at the transformer with the laboratory’s analysis conditions. Label each clearly. Two results with the same unit can still represent different equipment conditions, and a later change in ppm should enter technical review rather than receive an immediate “better” or “worse” label.

Do not convert oil ppm directly into a paper-moisture guarantee

An oil result alone does not establish the moisture distribution throughout solid insulation. During changing temperatures, moisture exchange can lag, and a single sample cannot demonstrate that an assumed oil-paper equilibrium existed.

If the purchaser requires evidence about solid-insulation dryness, make that a separate deliverable. Ask the transformer supplier and appointed specialist what assessment is proposed, what conditions it requires, and what limitations accompany the conclusion. Any estimate should be identified as an estimate and linked to its method and assumptions.

Avoid filling a missing paper-moisture field by copying an oil result, applying an unexplained conversion chart, or treating a low oil reading as a complete drying certificate. Keep the required evidence open until the responsible reviewer accepts a suitable basis.

Resolve a laboratory–monitor difference without choosing the lower result

When laboratory and online values differ, first confirm that they describe the same quantity and relevant condition. A useful clarification request asks:

  • Is the monitor output measured relative saturation or calculated ppm?
  • Which oil model or coefficients support a calculated output?
  • Do the sampling and monitoring locations represent the same compartment?
  • What times, temperatures and equipment conditions apply?
  • What calibration information, reporting limits or uncertainties should the reviewer consider?

Preserve both original records and the supplier’s explanation. If further evidence is needed, the authorized project team should define it. Averaging unlike numbers, selecting the lowest one or changing the criterion after seeing the result does not resolve the comparison.

The oil sampling-point guide addresses the separate hardware and identification interface. This article does not instruct personnel to obtain another sample or operate a valve.

Keep the moisture conclusion within the ordered scope

A moisture result should close only the question for which it was obtained. Keep the wider oil-test package, transformer test records and release decisions separate.

IEC 60422:2024, edition 5, provides supervision and maintenance guidance for mineral insulating oils within its scope. Its public description distinguishes oil-condition guidance from electrical-equipment condition monitoring such as DGA. A general maintenance reference should therefore not be treated as a complete new-transformer acceptance specification.

Use the DGA baseline guide for gas-analysis reference records and the oil BDV report guide for breakdown-test method review. Neither replaces the agreed moisture evidence.

Frequently asked questions

Are mg/kg and ppm always interchangeable?

For a mass-fraction result, 1 mg/kg is numerically equal to 1 ppm by mass. Confirm that the report actually uses that basis; do not assume that every unqualified “ppm” label has the same meaning.

Does every moisture report need an online sensor reading?

No. Specify the evidence needed for the purchase and its acceptance decision. Online monitoring is a separate scope item unless the agreed package includes it; ask the responsible engineer whether it adds relevant information.

Can an incoming-oil certificate close the transformer’s moisture requirement?

Only when the agreed requirement and authorized reviewer accept that evidence scope. The certificate describes its identified liquid and stage, so retain its relationship to the filled transformer rather than assuming it proves the later equipment condition.

Can this framework be transferred unchanged to a natural-ester transformer?

No. Reconfirm the applicable methods, solubility basis, interpretation and criteria for the actual insulating liquid. This guide is limited to mineral oil and makes no ester-specific acceptance claim.

Include the required moisture evidence in your HEAKOR enquiry

For a substation transformer enquiry, identify the destination, phase/frequency, rating, winding voltages, mineral-oil designation and project specification. Add the required moisture quantity, test method and edition, evidence stage, acceptance-document reference and any separate solid-insulation assessment requirement.

Request Drawings and Test Documents. Ask HEAKOR to identify the proposed evidence scope, available records and points requiring engineering confirmation. Laboratory work, online monitoring and particular report formats require explicit confirmation for the offered configuration.
