Motorized DETC or OLTC? Transformer Tap-Changer Scope

Motorized DETC or OLTC? Transformer Tap-Changer Scope

A motorized DETC remains a de-energized tap changer; a motor drive does not turn it into an on-load tap changer (OLTC). Before ordering a liquid-filled substation transformer, identify the required tap-changing duty, the offered changer and the separate drive and control functions. If the project needs on-load voltage regulation, make that requirement explicit and obtain a configuration-specific response. This guide concerns purchasing and document review, not tap-changing or isolation procedures.

Begin with the required duty

The project engineer should define whether the transformer needs adjustment while in service or a de-energized adjustment provision. Describe the required operating cases and voltage objective before selecting the equipment wording. An enquiry that says only “motorized taps” leaves the central duty unresolved.

For an industrial or EPC purchase, put the duty in a short technical schedule alongside the transformer rating, winding voltages, frequency, insulating liquid and installation conditions. Mark provisional information clearly. A supplier should be able to identify which requirement its proposal answers and which items need clarification.

Separate the changer, drive and control package

Review these as separate scope items. The tap changer identifies the switching equipment and its intended duty. The drive describes how it is actuated. Position indication, remote commands and automatic regulation are further functions whose inclusion must be confirmed.

The public scope of IEC 60214-1:2014 covers on-load tap changers, de-energized tap changers and their motor-drive mechanisms. Its scope therefore does not make “motor-driven” synonymous with “on-load.” Commercial documentation also identifies motor-drive equipment specifically for de-energized tap changers. That example establishes the distinction, not compatibility or availability for a HEAKOR transformer.

Ask the bidder to name the offered equipment and reference its technical documentation. Where a function is optional, the quotation should say whether that option is included. Avoid accepting a family brochure as the final description of the ordered package.

Use a scope matrix before accepting the quotation

The following is an original procurement aid, not a standard-mandated test schedule. Add the responsible reviewer and document revision to each completed row. An unanswered entry remains an open point rather than an assumed inclusion.

Review item Evidence to request Acceptance question
Tap-changing duty Explicit DETC or OLTC identification and application statement Does the offered duty match the engineer’s requirement?
Changer and drive Offered type identifiers and configuration-specific data Is the proposed combination clearly identified?
Tap arrangement Tap-position and range schedule tied to the winding drawing Do the documents describe the same configuration?
Control functions Included-function list and control-document references Which requested functions are included or excluded?
External interfaces Auxiliary-supply requirements and agreed signal/interface schedule Are project-side provisions and responsibilities assigned?
Handover scope Agreed drawings, manuals and inspection/test-document list What must be submitted, by whom and at which approval stage?

Make remote and automatic functions explicit

A request for remote visibility should identify the information the project needs. A request for remote commands should state the required function and leave the equipment-specific implementation for engineering review. Do not treat these as interchangeable line items.

If automatic voltage regulation is required, include it as a separate functional requirement. Ask who supplies the regulator or controller, the necessary input interfaces and the associated documents. Confirm the auxiliary-power basis and project integration boundary without prescribing settings or wiring from a generic article.

For example, “tap position available to the control room” should trigger a request for the proposed indication interface. It should not be interpreted as confirmation that an automatic-regulation package is included. Record any missing function in the deviation list so the price comparison reflects the same requested scope.

Agree the standards and document basis

Name the relevant standard and edition in the project specification, then ask for an itemized response for the offered configuration. IEC/IEEE 60214-2:2019 provides application guidance concerning selection of tap changers and associated equipment. Its public scope covers both on-load and de-energized families; it is not evidence that a particular transformer or control package has been approved.

The purchaser’s document list should distinguish the transformer records from the tap-changer, drive and control records. Agree which drawings, manuals and configuration-specific inspection or test evidence are required, including any project witnessing requirement. A standard number printed in a quotation does not close an unidentified equipment scope.

This article uses the public standard summaries, not their full requirements. The responsible engineer must establish the applicable clauses and acceptance criteria using the project’s authorized standards and specifications.

Keep revisions consistent through order release

Cross-check the accepted quotation, tap schedule, equipment list and control documents before release. If a change replaces the changer or drive, ask whether the included functions, interfaces or document package also change. Record the disposition rather than allowing an updated brochure to silently replace an agreed configuration.

The useful purchasing outcome is a traceable scope: one identified duty, one offered package and a visible list of exceptions. It does not authorize site operation. Installation, commissioning and any adjustment belong to qualified personnel working under the approved equipment instructions and project safety procedures.

Frequently asked questions

Does remote position indication prove that remote commands are included?

No. Request separate entries for indication and command functions, with the proposed interface for each. The project team should accept the actual offered package rather than infer it from a display or monitoring feature.

Can an existing transformer be upgraded by adding a motor drive?

Treat that as a separate, configuration-specific engineering enquiry. Provide the existing equipment identity and drawings; neither this guide nor a new-transformer quotation establishes retrofit suitability or on-load capability.

Should the order use a standard tap percentage?

Use the engineer-approved range and position schedule for the required duty. A familiar percentage does not establish the offered winding arrangement or ratings. Low-voltage dry-type rating questions are covered separately in the primary tap-rating schedule guide.

What if the engineer has not decided between DETC and OLTC?

Keep the duty open and request clearly labelled alternatives if useful for preliminary evaluation. Do not approve a final technical scope while treating the choice as a minor accessory detail.

Does this guide confirm HEAKOR supplies every listed function?

No. Changer type, drive, control functions and supporting documents require written confirmation for the proposed transformer. The checklist describes questions to resolve, not a statement of available features.

Prepare a focused HEAKOR enquiry

For a liquid-filled substation project, review HEAKOR’s power-class substation transformer category and technical-document information.

Submit Your Project Specification with the destination, application, transformer rating and voltages, frequency, liquid and site basis, required tap-changing duty, tap schedule and requested control functions. Ask for a scope response identifying the proposed equipment, included interfaces, document package and deviations. Product suitability and supply scope remain subject to engineering and commercial confirmation.
