Energy-Saving Certificate: Does It Cover Your Transformer?

Energy-Saving Certificate: Does It Cover Your Transformer?

An energy-saving certificate is useful evidence, but you still need to establish whether its scope covers the proposed transformer—and whether that evidence addresses your project’s requirements.

Five checks for transformer buyers, EPC contractors, and factory procurement teams in Vietnam.

By Lucas Lin | HEAKOR

A supplier sends you an energy-saving certificate with its transformer quotation. The document looks official, the manufacturer’s name appears on it, and the expiry date has not passed.

Is that enough to approve the equipment?

The practical question is:

“Can you show where the transformer in your quotation is covered, and identify any requirements that need separate evidence?”

Here are five checks to make before accepting the documentation.

1. Match the manufacturer, factory, and quoted product

Start an energy-saving certificate review by confirming the identity of the organisations involved.

An overseas sales name may differ from the legal manufacturer named on a certificate. A distributor may also quote equipment manufactured by another company. These arrangements need a clear explanation.

Ask the supplier to identify:

  • The seller named in the quotation.
  • The legal manufacturer of the proposed transformer.
  • The production site.
  • The certificate holder and its relationship to the manufacturer.

Then request a written link between those identities and the quoted equipment.

For example:

Please confirm the legal manufacturer and production site for the proposed transformer, and identify the certificate that applies to this supply.

A familiar brand name on a brochure does not resolve an unexplained difference in the manufacturing documents.

2. Check the energy-saving certificate’s model scope

A certificate covering part of a transformer family should not be treated as proof for the entire catalogue.

Look for the complete model designation and any accompanying schedule or annex. Compare the certificate against the supplier’s technical offer, rather than relying on the quotation’s short product description.

For Chinese CQC transformer energy-saving certification, certification units can depend on characteristics such as transformer type, materials, insulation system, model, efficiency grade, and capacity grouping. Capacity alone does not define the scope. Source: CQC transformer energy-saving certification rules.

A useful review table is:

Item What to ask the supplier
Complete model Where is this model identified in the certificate or annex?
Rated capacity Is the quoted rating included?
Voltage and frequency Does the supporting documentation cover the proposed configuration?
Efficiency designation Does it agree across the quotation, certificate, and label?
Additional conditions Are there restrictions or qualifications relevant to this design?

Not every detail will appear on the certificate’s front page. Where information is missing, request supporting documentation or clarification from the issuing body.

A detail that is easy to miss: 630 kVA

The CQC rules list 630 kVA dry-type transformers in two certification groupings. One grouping explicitly identifies the 630 kVA entry with a short-circuit impedance of 4.0%.

This illustrates why matching the capacity number is only a starting point. It does not establish which certified configuration applies to a particular offer. Source: CQC certification unit table.

The useful follow-up question is:

Which certificate entry covers this exact configuration, and which technical documents establish the match?

3. Separate the documents by what they prove

A supplier’s document package may contain several kinds of evidence. Review each against the claim it is intended to support.

Document Main review purpose
Management-system certificate Review the organisation’s certified management-system scope
Product energy-saving certificate Review the covered products and energy-performance requirements
Energy label and registration information Check the declared model, grade, and associated information
Test report Review the identified test item, methods, conditions, and results
Approved technical schedule Record the agreed requirements for the proposed supply

ISO 9001 certification concerns an organisation’s quality management system. It does not certify that every product meets a particular product standard or specification. Source: ISO guidance on expected outcomes of ISO 9001 certification.

For procurement review, ask the supplier to connect each important claim to the relevant evidence.

If the quotation promises a particular loss value, for example, ask where that value is specified, what conditions apply, and how it will be verified for the supply.

4. Verify current status and document consistency

Treat the energy-saving certificate PDF as the beginning of verification.

Check the certificate number through the issuing body’s official verification channel. Review the current status, scope, and any replacement or updated documentation available there. If the record is unclear, contact the issuer.

Then compare the documents supplied for the order:

  • Does the quoted model agree with the technical schedule?
  • Does the energy label identify the intended model?
  • Are the certificate and annex complete?
  • Do the documents use consistent manufacturer information?
  • Are there different revisions that need to be reconciled?

A discrepancy may be an administrative mistake. Ask for a corrected, traceable document package before relying on it in the purchase decision.

Keep a record of what was checked and when.

5. Check the project requirements separately

For a project in Vietnam, ask the responsible engineer or approving party to identify the applicable requirements and acceptable evidence.

Do not use a Chinese energy-saving certificate alone to conclude that a transformer has received Vietnamese project or utility approval.

A practical approach is to prepare a compliance schedule:

Project requirement Supplier’s proposed value or response Supporting document Open point
Capacity and voltage ratio To be confirmed Technical schedule Engineer review
Frequency and connection To be confirmed Datasheet or drawing Configuration confirmation
Impedance and losses To be confirmed Guaranteed data and relevant reports Conditions to be agreed
Required standards and tests To be confirmed Compliance statement and test plan Evidence acceptance
Project approval documents To be confirmed Documents requested by the approving party Approval pending

This makes unresolved requirements visible before an order is placed.

A short request to send with your RFQ

You can include the following in your enquiry:

Please provide the energy-saving certificate and complete annex applicable to the proposed transformer. Identify the covered model and explain how it matches your technical offer. Please also provide the certificate verification method and list any project requirements requiring separate testing, documentation, or approval.

This gives the supplier a specific task and gives your team a clearer basis for review.

Make the certificate useful to the purchase decision

The value of an energy-saving certificate lies in the connection between its scope, the proposed equipment, and the requirements of the purchase.

Before accepting the documentation, establish:

Who manufactures it → Which configuration is covered → What the evidence proves → What still needs confirmation.

For enquiries to HEAKOR, include the complete model if known, rated capacity, primary and secondary voltages, frequency, project location, and the relevant technical specification. These details provide a starting point for discussing the applicable product documents and any remaining requirements.
