Transformer Core Ground: Agree Test Access Before Order

Transformer Core Ground: Agree Test Access Before Order

AI-generated illustration of external inspection access for this transformer core ground guide; not HEAKOR equipment, an identified core-ground terminal, an approved access platform or a test procedure.

A liquid-filled transformer core ground requirement should identify the grounding arrangement, the access needed for the specified tests and the records required after the connections are restored. A quotation that says only “core grounded” does not establish that a planned core-insulation test can be performed through an external connection. Before ordering, ask the equipment designer to connect the requested test scope to the proposed construction and approved drawings. Do not assume that every transformer has the same accessible core-ground arrangement.

This guide is for EPC procurement teams and owners’ engineers buying liquid-filled substation transformers for North American industrial projects. It addresses purchase documents and inspection access—not removal of grounding connections, test voltages, tank entry or authorization to energize equipment.

Separate the core connection from the other grounding interfaces

A core-ground review is not the same review as the transformer neutral or the site’s grounding grid. Identify the connection by its intended function and drawing reference before adding it to the inspection plan. A general statement about grounding the transformer does not tell the buyer which internal conductive parts are brought to a particular terminal.

Instrument-maker guidance identifies core-ground testing as a check for unintended grounding paths and core-insulation concerns. This is separate from the other electrical tests listed in its transformer commissioning and diagnostic overview. A broad checklist is not proof that every listed test is applicable to the offered design.

Ask the supplier to identify the proposed core and, where relevant, separately insulated frame or clamp connections. Keep the equipment designer’s terminology consistent across the outline drawing, connection details and test schedule. Do not assume that a terminal intended for one part provides access to another.

Confirm the access arrangement before accepting the test scope

The required access must be established by the offered construction, not by a generic test certificate. Ask whether the relevant connection is accessible externally, accessible only through an approved opening, or not provided in the form the project requests. Record the answer as a configuration detail rather than a later site assumption.

The U.S. Bureau of Reclamation’s April 2005 transformer maintenance reference, section 9.2, describes differences in core-ground accessibility, including designs using insulated bushings brought outside the tank. It is historical maintenance guidance for its stated facilities, not a current purchase standard or a HEAKOR construction drawing. Its practical relevance here is the need to resolve access in advance; this guide does not adopt its test procedure or numerical limits.

An externally accessible arrangement may avoid opening the main tank for the particular connection, but it does not automatically provide safe working access. Request the location, enclosure or cover arrangement, identification and space needed for the approved inspection activity. The site engineer must assess the proposed location alongside the installed equipment and access provisions.

Use an access-and-evidence schedule

One schedule should link the requested function, the offered interface and the evidence that closes the item. The following is an original procurement aid, not a prescribed standard form.

Review item Supplier response to request What remains open if omitted
Connection identity Named core or other insulated part, with drawing reference Which part is actually accessible?
Access location External or internal arrangement and approved access details Can the specified activity be performed as planned?
Identification Terminal, cover and document identifiers Can site personnel distinguish the connection correctly?
Test applicability Applicable test scope and agreed governing reference Does the offered construction support the requested test?
Delivery state Required connection condition at dispatch and handover What configuration is being received?
Restoration evidence Required record, responsible party and review point Has the post-test condition been accepted?

Where an offer departs from the project requirement, request an explicit deviation. An inaccessible connection does not by itself prove a defective transformer; it may establish that the offered arrangement does not meet the agreed inspection requirement. That distinction needs a technical and commercial decision before order release.

Agree when evidence is produced and who accepts it

Test access and the timing of the inspection belong in the same review. An internal connection may create a different inspection opportunity from one accessible after final assembly. Do not wait until equipment arrives to discover that the planned witness activity requires a different manufacturing or site milestone.

WAPA’s March 2021 construction standards, Standard 9, page 9-9, provide an owner-specific historical example: the cited provision for transformers rated 1 MVA and above distinguishes externally accessible and internal connections and addresses restoration after the test. This illustrates why configuration and sequence matter. It is not presented as the current specification for another owner, an instruction for this project, or evidence of HEAKOR utility approval.

Specify the required report fields, applicable acceptance reference, review responsibility and treatment of deviations in the order. Where both factory and site records are requested, distinguish those deliverables and responsibilities. A factory test allowance does not imply that site personnel, tank-opening work or commissioning services are included.

Use the FAT witness and hold-point guide to place the agreed review in the release process. Keep the actual test method with the qualified performing organization and the responsible engineer.

Preserve the final connection state as well as the measurement

A measurement record alone does not establish the final operating configuration. Ask which completion record confirms that connections affected by authorized work have been restored and accepted under the equipment instructions. Procurement should request that evidence, not direct the disconnection or reconnection work.

A publicly archived 2015 utility transformer material specification, section 6.1.6 separately addresses identification, protective covers and the required grounding state of the specified arrangement. These are examples of purchasing details an owner may define—not universal dimensions, ratings or requirements transferable to another design.

Keep the accepted drawing revision, relevant test record and final-condition release together. Retain the original discrepancy and its disposition if a connection label, drawing or delivered arrangement changes. The test-report traceability guide supports the separate unit-identity check.

Frequently asked questions

Does an external tank-ground pad prove that the core-ground connection is externally accessible?

No. Ask for the drawing that identifies the core connection and its access arrangement. Do not assign a function to a pad or terminal from its appearance alone.

Should every transformer use the same core-insulation resistance limit?

No universal limit is specified in this guide. The responsible engineer must establish the applicable requirement for the offered construction, test conditions and contractual basis. An old handbook value is not a substitute for that decision.

Can a missing external connection be added at site?

Do not assume so. Any proposed change requires the equipment designer’s review and the relevant project approvals, including its effect on construction and documentation. This article does not authorize modifications or tank entry.

Does accepting this record authorize energization?

No. Acceptance closes only the stated item in the agreed scope. The project’s complete commissioning and energization-release process remains separate.

Include the required access in your HEAKOR enquiry

Start with the substation transformer enquiry category. Include the project rating, winding voltages, phase/frequency, destination, applicable specification and requested core-ground test/access provision. Identify any required factory or site witness point.

Submit Your Project Specification and request a response identifying the proposed construction, available documents and deviations requiring review. HEAKOR configuration suitability, test arrangements, supply scope and document availability require written project-specific confirmation. This guide is not evidence of a particular HEAKOR core-ground design or approval.
